  • CBP Continues to Experience Challenges Managing Searches of Electronic Devices at Ports of Entry - Law Enforcement Sensitive (REDACTED)

    Executive Summary

    Summary: OFO continues to experience challenges managing searches of electronic devices, similar to those identified in our first audit report, CBP’s Searches of Electronic Devices at Ports of Entry, issued in December 2018.  Specifically, OFO did not properly document and conduct searches of electronic devices, fully assess the effectiveness of the electronic device search program, or adequately manage electronic device search equipment.  This occurred because, although it plans to do so, OFO has not yet fully implemented corrective actions for four of the five recommendations in our previous audit report, including establishing training for staff.  According to an OFO official, there have been delays in fully implementing the prior recommendations due to reviews of existing policy and a capabilities analysis report, and development of additional training.  In addition, OFO does not have adequate processes for auditing electronic device searches, does not track prosecutions and convictions resulting from referrals to other Federal agencies, and does not adequately monitor search equipment usage, functionality, and inventory.  Unless it corrects previously identified deficiencies and better manages searches and equipment, OFO will limit its ability to detect and deter illegal activities related to terrorism; national security; human, drug, and bulk cash smuggling; and child pornography.  We made five recommendations to improve CBP’s oversight of searches of electronic devices at ports of entry.  CBP concurred with all five recommendations.

  • Major Management and Performance Challenges Facing the DHS

    Executive Summary

    Based on our recent and prior audits, inspections, special reviews, and investigations, we consider the most serious management and performance challenges currently facing DHS to be: (1) Managing Programs and Operations Effectively and Efficiently during times of Changes in Leadership, Vacancies, Hiring Difficulties; (2) Coordinating Efforts to Address the Sharp Increase in Migrants Seeking to Enter the United States through our Southern Border; (3) Ensuring Cybersecurity in an Age When Confidentiality, Integrity, and the Availability of Information Technology Are Essential to Mission Operations; (4) Ensuring Proper Financial Planning, Payments, and Internal Controls; and (5) Improving FEMA’s Disaster Response and Recovery Efforts.  Addressing and overcoming these challenges requires firm leadership; targeted resources; and a commitment to mastering management fundamentals, data collection and dissemination, cost-benefit/risk analysis, and performance measurement.

  • ICE Faces Barriers in Timely Repatriation of Detained Aliens

    Executive Summary

    The Department of Homeland Security U.S. Immigration and Customs Enforcement (ICE) repatriates thousands of aliens every year. In this review, we sought to identify barriers to the repatriation of detained aliens with final orders of removal. Our case review of 3,053 aliens not removed within the prescribed 90-day timeframe revealed that the most significant factors delaying or preventing repatriation are external and beyond ICE’s control. The two predominant factors delaying repatriation are legal appeals and obtaining travel documents. Internally, ICE’s challenges with staffing and technology also diminish the efficiency of the removal process.

  • Major Management and Performance Challenges Facing the Department of Homeland Security

    Executive Summary

    Annual report, Major Management and Performance Challenges Facing the Department of Homeland Security. Pursuant to the Reports Consolidation Act of 2000, the Office of Inspector General is required to issue a statement that summarizes what the Inspector General considers to be the most serious management and performance challenges facing the agency and briefly assess the agency’s progress in addressing those challenges. We acknowledge past and ongoing efforts by Department’s senior leadership to address the challenges identified in this report. At the same time, our aim in this report is two-fold to identify areas that need continuing focus and improvement and to point out instances in which senior leadership’s goals and objectives are not executed throughout the Department. We highlight persistent management and performance challenges that hamper the Department’s efforts to accomplish the homeland security mission efficiently and effectively.

  • Management Alert - Inadequate FEMA Progress in Addressing Open Recommendations from our 2015 Report, "FEMA Faces Challenges in Managing Information Technology" (OIG-16-10)

    Executive Summary

    In November 2015, we reported that the Federal Emergency Management Agency’s (FEMA) information technology (IT) management approach did not adequately address technology planning, governance, and system support challenges to effectively support its mission. We issued five recommendations to the FEMA Chief Information Officer (CIO) aimed at improving the agency’s management of IT.1 Specifically, we recommended the CIO finalize key planning documents related to IT modernization; execute against those planning documents; fully implement an IT governance board; improve integration and functionality of existing systems; and implement agency-wide acquisition, development, and operation and maintenance standards.

  • TSA's Office of Intelligence and Analysis Has Improved Its Field Operations

    Executive Summary

    We determined that although a complainant alleged there were systemic security challenges in the Office of Intelligence and Analysis (OIA), there were few documented security incidents over the past 5 years, all of which OIA addressed with corrective actions.  Further, OIA has improved the effectiveness of its Field Intelligence Division and the Field Intelligence Officers by hiring qualified, experienced intelligence professionals and implementing clear policies and procedures, but it could enhance officer training.  OIA is also addressing weaknesses in coordination among its watches and perceived delays in intelligence reporting.  We made two recommendations to improve the effectiveness of OIA operations; the Transportation Security Administration (TSA) concurred with both recommendations.
