Major Management and Performance Challenges Facing the DHS
Executive SummaryBased on our recent and prior audits, inspections, special reviews, and investigations, we consider the most serious management and performance challenges currently facing DHS to be: (1) Managing Programs and Operations Effectively and Efficiently during times of Changes in Leadership, Vacancies, Hiring Difficulties; (2) Coordinating Efforts to Address the Sharp Increase in Migrants Seeking to Enter the United States through our Southern Border; (3) Ensuring Cybersecurity in an Age When Confidentiality, Integrity, and the Availability of Information Technology Are Essential to Mission Operations; (4) Ensuring Proper Financial Planning, Payments, and Internal Controls; and (5) Improving FEMA’s Disaster Response and Recovery Efforts. Addressing and overcoming these challenges requires firm leadership; targeted resources; and a commitment to mastering management fundamentals, data collection and dissemination, cost-benefit/risk analysis, and performance measurement.

Executive SummaryThe Office of National Drug Control Policy’s (ONDCP) Circular, Accounting of Drug Control Funding and Performance Summary, requires each National Drug Control Program agency to submit to the ONDCP Director a detailed accounting of all funds expended for National Drug Control Program activities during the previous fiscal year. Williams, Adley & Company –DC, LLP (Williams Adley), under contract with the Department of Homeland Security OIG, issued an Independent Accountant’s Report on U.S. Coast Guard’s (Coast Guard) Detailed Accounting Submission. Coast Guard management prepared the Table of FY 2018 Drug Control Obligations and related disclosures in accordance with requirements of ONDCP Circular, Accounting of Drug Control Funding and Performance Summary, dated May 8, 2018 (the Circular). Based on its review, nothing came to Williams Adley’s attention that caused it to believe that the Coast Guard’s FY 2018 Detailed Accounting Submission is not presented in conformity with the criteria in the Circular. Williams Adley did not make any recommendations as a result of its review.

ICE’s management prepared the Performance Summary Report and the related disclosures in accordance with the requirements of ONDCP Circular, Accounting of Drug Control Funding and Performance Summary, dated May 8, 2018 (the Circular). Williams Adley was unable to assess the accuracy of the number of products reported in Metric 2, “Number of counter-narcotics intelligence requests satisfied,” as part of the PSR.

CBP’s management was unable to provide supporting documentation for the drug control methodology used to estimate the percentages of obligations allocated between interdiction and intelligence. These percentages are used to derive the dollar-value of obligations reported as Drug Resources by Budget Decision Unit and Drug Control Function in the Table of FY 2018 Drug Control Obligations presented in CBP’s Detailed Accounting Submission.

Executive SummaryAnnual report, Major Management and Performance Challenges Facing the Department of Homeland Security. Pursuant to the Reports Consolidation Act of 2000, the Office of Inspector General is required to issue a statement that summarizes what the Inspector General considers to be the most serious management and performance challenges facing the agency and briefly assess the agency’s progress in addressing those challenges. We acknowledge past and ongoing efforts by Department’s senior leadership to address the challenges identified in this report. At the same time, our aim in this report is two-fold ― to identify areas that need continuing focus and improvement and to point out instances in which senior leadership’s goals and objectives are not executed throughout the Department. We highlight persistent management and performance challenges that hamper the Department’s efforts to accomplish the homeland security mission efficiently and effectively.

Executive SummaryIn November 2015, we reported that the Federal Emergency Management Agency’s (FEMA) information technology (IT) management approach did not adequately address technology planning, governance, and system support challenges to effectively support its mission. We issued five recommendations to the FEMA Chief Information Officer (CIO) aimed at improving the agency’s management of IT.1 Specifically, we recommended the CIO finalize key planning documents related to IT modernization; execute against those planning documents; fully implement an IT governance board; improve integration and functionality of existing systems; and implement agency-wide acquisition, development, and operation and maintenance standards.

Executive SummaryWe determined that DHS’ Performance and Learning Management System (PALMS) does not address the Department’s critical need for an integrated department-wide system. As of October 2016, PALMS has not met DHS operational requirements for effective administration of employee learning and performance management activities. In addition, the PALMS program office did not effectively implement the acquisition methodology selected for PALMS and did not monitor contractor performance. Finally, between August 2013 and November 2016, the Department spent more than $5.7 million for unused and partially used subscriptions; incurred more than $11 million to extend contracts of existing learning management systems; and more than $813,000 for increased program management costs. The Department also did not identify $72,902 in financial credits stemming from the contractor not meeting performance requirements. The Government Accountability Office (GAO) also reported in its February 2016 report, GAO-16-253, that the Department experienced programmatic and technical challenges that led to years-long schedule delays. We made seven recommendations to address the challenges with the PALMS acquisition and to improve future acquisitions. The Department concurred with all seven of our recommendations.
