ICE Needs to Improve Its Oversight of Segregation Use in Detention Facilities

Research has found segregation can have negative psychological effects, particularly for those with preexisting mental illnesses and those with an established risk for suicide. We sought to determine whether ICE’s use of administrative and disciplinary segregation complies with ICE detention standards. We also examined protocols regarding the retention of detention records.
