ICE, CBP, and USCIS continue to experience challenges with emerging immigration enforcement and administration activities. Although DHS has established unity of effort initiatives to break silos and centralize decision making related to immigration, problems remain. We identified challenges related to mission allocation and expenditure comparisons, the affirmative asylum application process, and the Department’s struggle to understand immigration outcomes and decisions. DHS will continue to allow vulnerabilities that may affect national security and public safety to persist.
